Cellphone video of a heated confrontation between and black man and a white Minnesota police officer has sparked outrage.

The video shows the black man visibly upset after being stopped by the officer in Edina, Minn., for walking along the side of the road.

He can be heard repeatedly asking the officer to take his hand off of him.

The officer claims the man was "obstructing southbound vehicular traffic" and "creating a risk to his safety" and others.

The video does not show what led to the initial stop but the woman who recorded the video says the man did nothing wrong.

The man was arrested but released and his citation was tossed.
