UPPER EAST SIDE, Manhattan (WABC) -- The driver of an SUV that jumped a curb and critically injured a pedestrian on the Upper East Side Thursday has been arrested.

Authorities say 40-year-old Huey Bui, of the Bronx, is charged with vehicular assault and operating a motor vehicle while impaired by drugs.

The incident happened on 64th Street between Madison and Park avenues just before 5 p.m. and left Bui and a 41-year-old female pedestrian in critical condition.

A 73-year-old passenger inside Bui's car suffered minor injuries.

Carlos Medina, who works as a bike messenger, had been riding in the lane next to the Chevy Suburban.

"It's pretty bad, pretty bad," he said. "She was on the floor laying down. She wasn't moving. She was bleeding, gushing blood."

Mike Briggs was shopping when he saw the crash happen.

"I was like holy moly," he said. "I saw him run this light, he was doing 50-60 miles per hour. And then I saw him swerve and go on the sidewalk."

The investigation is ongoing.
