Man, woman arrested in attempted kidnapping of teen girl in Brooklyn

SUNSET PARK, Brooklyn (WABC) -- Police in Brooklyn say they've arrested two people in connection with the attempted kidnapping of a 15-year-old girl last week.

Raymond Ortiz, 60, and Delgria Lynch, 33, are facing charges of second-degree attempted kidnapping, acting in a manner injurious to a child, and second-degree harassment.

Authorities say a gray BMW SUV pulled up alongside the girl as she walked alone along 19th Street in Sunset Park on September 22, and Lynch allegedly called out to her.

"She's very kind and chatty, and she says, 'Hi, I really love your dress. Where did you get it? I would like to get one myself,'" the victim's mother said.

She said her daughter tried to answer politely, and with that, a man jumped out of the car and grabbed her.

"The man came out of the car, the vehicle, and started to touch her in an inappropriate way and pull her into the back of his car," she said.

She said her daughter managed to break free, and the couple took off.

"I think they were definitely up to trying to get her into the car, and then God only knows what the plan would be," she said. "It wouldn't be good. They weren't simply offering her a ride home. They were trying to kidnap her, I mean, there's no other way to describe it."

Fortunately the teen was not injured.
