The fire was reported on the fourth floor of a 22-story building at 315 Sutter Ave. at 9:50 a.m.

Of the 12 injuries, most are believed to be serious or minor and not life-threatening.
Video from Citizen App showed firefighters rescuing residents at the Hughes Apartments.
Firefighters rushed past the burning blaze, with no water supply for protection, to rescue a man from a fourth floor apartment on fire.
Firefighters knew their hose line was still "in the process of being stretched," but also "knew somebody was in there so we couldn't wait."
"We had to make a life-saving decision, which is what we train for, and we did it positively, it worked out today," said FDNY Lt. Salvatore Mirra.
About 80 emergency personnel responded to the scene and the fire was under control just after 10:20 a.m.
The cause of the fire is under investigation.
