A man is dead and a woman is critical after a shooting that sources say stemmed from a dispute between neighbors.

WEST PHILADELPHIA -- A man is dead and a woman is critical after a shooting in West Philadelphia that sources tell WPVI-TV stemmed from a dispute between neighbors.

The shooting occurred shortly before 11:00 a.m. Sunday on the 4500 block of Spruce Street.

A resident reported hearing shots and the female victim was found in the hallway.

Sources say the woman, identified as 46-year-old Mary Pitts-Devine, was shot eight times.

She was transported to Penn Presbyterian Medical Center in critical condition.

Her neighbor 51-year-old Steven Outlaw was found in a second floor apartment suffering a self-inflicted gunshot wound.

He was taken to the hospital where he was pronounced dead a short time later.

Sources tell Action News that Outlaw had several issues with the female neighbor, including noise complaints, over a two year period.

Police allegedly found writings inside Outlaw's apartment about the noise complaints and accusations that Pitts-Devine was spying on him.

A gun was recovered at the scene.

Police are investigating.
