The flames broke out on the second floor of the 9-story building at 99th Street and Broadway around 6:00 a.m.

Firefighters brought the flames under control 45 minutes later.
They were spotted inspecting a charred scooter and officials said lithium-ion batteries were present on the scene.
The Fire Marshal is still investigating the cause.
