The collision occurred on Lake Road near Crow Hill Road.
It is a rural area, and as the road is windy and narrow, the speed limit is 30 miles per hour.
Investigators preliminarily determined an unlicensed 16-year-old was driving a Honda Accord with three passengers headed south on Lake Road, according to New Castle police.
The driver lost control while rounding a curve and crossed into oncoming traffic striking the bus.
At least nine people were injured and taken to Westchester Medical Center.
All four occupants of the car were said to have life-threatening injuries.
The Yorktown Central School bus had kids on it at the time of the collision.
Everyone on the bus was also taken to the medical center with non-life-threatening injuries.
Eyewitness News reached out to the school district for comment and has yet to receive a response.
The investigation remains ongoing.
