A woman named Marlene Melvin says she heard the boy crying while walking along Seneca Avenue in the Hunts Point section. She says the child was wearing only a diaper.
Melvin says she shouted several times into the home, but no one answered, so she brought the boy to the firehouse around the corner.
"I did nothing but just pick him up and tended to him and make sure he got the help that he needed," Melvin said.
Police decided Wednesday night to not charge the relatives of the boy.
