NYPD Chief of Department Terence Monahan said the emotionally disturbed man walked into the 75th Precinct at about 8:30 a.m. and asked to be shot.

Starlin Tineo, 26, was surrounded by police officers. One of the officers tased him and he fell to the ground.
EMS responded and the man was taken to Brookdale Hospital with non-life-threatening injuries.
Tineo's mom, Yoselin Lopez says her son stopped taking five different psychiatric medicines recently. She says when that happens he becomes violent and unpredictable.
"He says he hears voices," Lopez adds.
The family complains they have been on a frustrating chase all day Sunday to try to find him. They say they were sent back and forth between the precinct and the hospital.
"The hospital sent to the precinct, the precinct sent to the hospital. Now we'll go to hospital again," said Starlin's older brother, Esmelin.
"These cops reacted quickly," tweeted Monahan. "Though prepared for the worst, they delivered a safe outcome for everyone. Well done!"

The family says they have tried to help the 26-year-old. They have pleaded unsuccessfully with the city for assistance. They fear the next encounter with police could end far worse.
