Flames started just after 6 p.m. in a third-floor apartment on 182 Hester Street. Flames quickly went up an open staircase and spread to the fourth, fifth and sixth floor and then to the roof.
Flames were extinguished at 9 p.m.
Nine firefighters and 2 civilians suffered minor injuries.
The cause of the fire remains under investigation.
