City spokesperson Kelly Martin tells Eyewitness News that there was some sort of disturbance outside the bar that led to 32-year-old Robenson Louis, of Orange, allegedly driving his Range Rover into the crowd several times before fleeing the scene.

The investigation determined that Louis was involved in an argument with the boyfriend of one of the woman's relatives. He was later apprehended around 50 Seventh Street.

"It was God awful to see this guy up and down on the sidewalk, running into people. It was horrible," said one witness.

The Range Rover slammed into the wall of an apartment building, jarring the people living inside. "I looked out the window and started yelling at my husband, 'the girl, the girl, get away from the window, they're going to kill us," said one resident through a translator.

Martin says a 29-year-old woman from Orange was taken to University Hospital with life- and limb-threatening injuries, while a 24-year-old Union man who was taken to Trinitas Regional Medical Center with unknown injuries.
