The roadway is a main feeder to the Holland Tunnel.
Police were investigating another accident just before 12:45 a.m. when a second accident happened.
A car crashed into the emergency response, striking the Port Authority police officer and several police cruisers.
The officer and others in the vehicles were taken to Jersey City Medical Center with various injuries.
Investigators said the driver of the vehicle involved in the second crash may have been speeding and was being questioned.
