Police say 78-year-old Edgar Spence was sitting outside in his motorized wheelchair in a courtyard when he was struck in the torso.
It happened Thursday around 10:30 p.m. at the Mitchel Houses on Alexander Avenue.
Officers say the victim lived in the complex and was an innocent bystander -- not the intended target.
He was pronounced dead at the hospital.
Spence was said to be a fixture and was known for sitting on the benches or more recently on the scooter he used to get around.
On Friday, there was a growing memorial for the man known as Natural, nicknamed for his distinctive grey hair.
Residents say Spence would give kids money for ice cream, which is why they called him by a different name.
"All the kids call him grandpa, no matter whoever's kid is out here...he was a well-liked man," said neighbor Harriet Haywood.
The investigation is ongoing.
