Both the state Senate and General Assembly voted to pass the bill on Monday.
Under the bill, the state Department of Education would develop guidelines to help local school districts create their own policies for public school students who use internet-enabled devices during the school day.
The bill now heads to the desk of Gov. Phil Murphy, who previously said he supports the ban.
During his State of the State Address in January, Murphy said phones in school "are fueling a rise in cyberbullying. And they are making it incredibly difficult for our kids, not only to learn, but to retain the substance of what they learn."
