Alberto Frias surrendered to police on Thursday morning in connection to the Feb. 10 shooting in the Grand Concourse section of the Bronx.
He is charged with murder, manslaughter and criminal possession of a weapon.
Police say he got into an argument with 41-year-old Adrian Dawodu before he shot him in the thigh and groin at the 170th Street station platform.
Dawodu was taken to Lincoln Hospital where he was pronounced dead.
Police say Frias has a record of arrests.
