Tiempo: Water crisis in Puerto Rico explained; United Way helping SNAP benefit recipients

NEW YORK CITY (WABC) -- In this episode of "Tiempo," Puerto Rico is facing a catastrophic water crisis. A historic drought and decades of infrastructure have fueled the emergency.

Carlos Vargas-Ramos, director of public policy at Centro, sat down with Joe Torres to share his insights into the water crisis.

And Grace Bonilla, president and CEO of United Way of New York City, explains the initiative to help New Yorkers who have recently lost their SNAP benefits.
