Responding officers saw the suspect, later identified as Jarrell Garris, near the store walking near North Avenue.
When they tried to place him under arrest, they say Garris physically resisted.
Officials say he was shot when he grabbed an officer's gun in an attempt to remove it from the holster.
Garris, 38, whose family says he has schizophrenia, was taken to the hospital for treatment.
Police released bodycam footage on Tuesday while the incident remains under investigation.
