He says when cops arrived to the scene, they found a man, who did not match the description given to police, holding a gun.
Officers took the suspect into custody and recovered the weapon.
Monahan says while officers were taking the suspect into custody, he yelled out "he coming, he gonna blast me."
That's when officials say a second man, who fit the 911 call description, rushed at the officer.
Officers gave commands for the individual to backup and show his hands. The suspect continued to rush at officers and reached for his waist like he was pulling out a gun, although he did not have one.
One officer fired two shots at the man, who was struck once in his right leg.
Cops say they have body camera footage of the incident which has not been released yet.

The suspect was taken to Kings County Hospital. Officials say he is conscious, alert and in stable condition.
An officer was also taken to the hospital for observation.
Charges are pending against the second suspect. The first suspect was arrested for gun possession.
Investigators believe the two men were involved in some sort of dispute.
Police asked people to avoid the area of Lenox Road and Rogers Avenue earlier in the night.
