One man apparently smashed multiple windows at the building in the United Nations Plaza at 1st Avenue and East 46th Street on the East Side of Manhattan.
Police discovered the broken windows at around 3:15 a.m.
"We were shocked, we didn't understand at first what was happening. Obviously it's very concerning, I don't know if it's like a hate crime, I don't know if it's targeted, and I don't know why anyone would do that," said Sibel Szüer Zorlu, a voter.
No arrests were immediately made.
Police are canvasing the area for surveillance video.
