The Flood Watch will take effect Tuesday at 8 a.m. and will continue through Wednesday morning. The coverage area includes the Bronx, Brooklyn, Manhattan, Queens, and Staten Island.
Outside of New York City, Nassau County, Westchester County, Orange County, Putnam County, Rockland County are under the watch.
In New Jersey, the areas are Bergen County, Hudson County, Essex County, Passaic County and Union County.
In Connecticut, Fairfield and New Haven counties are under the watch.

There's an AccuWeather Alert day on Tuesday for flooding downpours. High temperatures will reach into the mid and upper 70s.
The NYC Emergency Management Department is advising New Yorkers to prepare for potential heavy rain on Tuesday.
FULL ACCUWEATHER FORECAST
Heavy rounds of rain are expected Tuesday afternoon and even into Wednesday; flood concerns remain.
Tuesday morning will be mainly dry, but a muggy start but by early afternoon, the flooding downpours will begin. Once the rain starts, there will be rounds of it. Some of those storms can have damaging wind gusts and hail.
The flood threat goes into Wednesday morning.
In general, we could see 1 to 3 inches, but some areas could see 4 to 5 inches of rain.
Periods of heavy rain may cause flooding in the city, including highways, streets, basements, and underpasses. During periods of heavy rain, seek higher ground or, if in a basement, move to a higher floor.
City agencies have taken action to clean catch basins and remove street litter in the event heavier rain occurs.
Heavy rain may create dangerous travel conditions:
- New Yorkers are advised to limit travel and stay inside during periods of severe weather.
- If you must travel, exercise caution. Do not drive your vehicle or walk into areas where water covers the roadway as the water depth may be too great to allow you to cross safely.
- If you are outside during a thunderstorm, avoid open areas and try to seek shelter indoors.
As for the rest of the week, scattered showers linger on Wednesday with a high of 77.
There's still a chance for a few showers on Thursday and a spot shower on Friday.
Saturday is the nicer half of the weekend, and a late-day shower is possible Sunday.
