For the second time in less than a week, New York City and the Tri-State area are facing a potentially severe stormy stretch on Tuesday that could unleash flash floods, torrential downpours and strong winds, hail and even an isolated tornado.
A Flood Watch was issued effective at 8 a.m. Tuesday for much of New Jersey and New York City as an "enhanced" risk of severe thunderstorms now covers much of New Jersey and even parts of New York City.
Monday afternoon, New York City officials issued a weather alert advising New Yorkers to prepare for localized flash flooding in connection to Tuesday's storms. The city has activated its Flash Flood Emergency Plan, which include taking steps to clear catch basins and undertake other protective efforts before the rain begins.
"Our administration is getting ahead of storms that are heading to our city these next few days, and New Yorkers should take time to prepare too," said Mayor Zohran Kwame Mamdani in a statement.
Clouds will increase overnight into Tuesday with showers moving into western New Jersey early in the day. As a front moves in from the west and interacts with an increasingly unstable air mass, thunderstorms will begin to bubble up later Tuesday morning and early afternoon across the Tri-State area.
We may see a repeat of what we experienced late Saturday morning and afternoon, when slow-moving thunderstorms moved over the same places over and over again, something meteorologists call "training." The danger here would be another round of flash flooding.
Downpours could begin in the morning through early afternoon, with these early rounds of thunderstorms most likely to bring flooding to the Hudson Valley, northern New Jersey and Connecticut.
Storms could take a breathe, resulting in a lull at some point in the early afternoon before ramping up again after 5 p.m. The main show is likely to take place in the early evening hours, with widespread storms potentially producing over 2 inches an hour in some areas.
Storms could contain strong, damaging winds, hail and maybe even some isolated tornados, especially west of the city toward south Jersey, where breaks in the rain could make the air more unstable, upping the tornadic threat.

An enhanced (level 3 out of 5) risk of severe thunderstorms on Tuesday now includes much of New Jersey and portions of New York City. That risk had extended only into central Pennsylvania hours earlier.
In addition, there is a level 2 out of 4 risk of flash flooding, mainly off to the south of New York City and central and southern parts of New Jersey.

Heavy rain on Saturday turned streets in SoHo into a river, while flood waters left drivers stranded along busy highways. In Woodside, Queens, firefighters drove through the flooded waters to rescue trapped drivers on the BQE, and in Flushing, homeowners were left cleaning out their homes after flood waters caused extensive damage.

The city has even installed flood sensors in some neighborhoods to get better data in order to understand where the flooding problems are.
After Saturday's wicked storms, areas hard-hit by flooding focused on cleanup, as the city's aging infrastructure once again endured another test.
And now, another test is imminent.
