

CHESTER, New York (WABC) -- A second person was arrested in the probe of four dead bodies found in Chester, Orange County in 2016 on the property owned by former Briarcliff Manor police officer Nicholas Tartaglione.
Joseph Biggs was arrested in Hastings-On-Hudson Thursday morning by federal agents. He will appear in federal court in White Plains on charges of kidnapping, narcotics conspiracy and unlawful use of firearms.
Biggs is the second person to be arrested in the deaths of four men, Martin Luna, Urbano Santiago, Miguel Luna and Hector Gutierrez in a suspected cocaine deal gone bad.
