MTA promises riders won't get stuck with Sandy bill

NEW YORK

The agency says the money will come from FEMA and insurance payouts.

But regardless of what gets reimbursed, the MTA says it will have to start borrowing now to rebuild.

That is because it could take years for the federal and insurance money to come in.

MTA chief Joe Lhota also promised service improvements scheduled for next year will move forward, and that there will be no additional fare or toll hikes through 2015.
