Judge Maya Guerra Gamble did order Camp Mystic's owners not to alter or demolish the cabins where campers were housed during the floods.
Many of those who are not accounted for were staying in state's Hill Country but did not register at a camp or hotel, Texas Gov. Greg Abbott said.
"The real heroes are the kids on the ground, those guys are heroic, dealing with the worst time of their lives and staying strong," the U.S. Coast Guard swimmer said.
Authorities said Monday that 10 girls and a counselor from the camp remain missing.
