Arrest made after 93-year-old man fatally struck by tractor-trailer, car that fled scene in Brooklyn

Elderly man struck twice, killed by hit and run drivers

CROWN HEIGHTS (WABC) -- Authorities have made an arrest after a 93-year-old man was fatally struck by two vehicles, a car and a tractor-trailer, that fled the scene in Brooklyn Tuesday.

Police say 40-year old Janice Vargas-Cruz of Brooklyn, the driver of the car, has been charged with leaving the scene of an accident resulting in death.

The incident happened on Albany Avenue in Crown Heights just after 11 a.m. Police believe the victim was double parked and was struck after exiting his car.

Millwood Hughes' family is trying their best to cope with his death while trying to understand how someone could knowingly hit and kill the 93-year-old and drive off without helping him.

"The people involved, the police will find them, if not God will take care of it," said Millwood Hughes, Jr., the victim's son.

"I'm so sick, I'm sick, I'm in the house and I miss him so much every time I look. I don't know what to do," said Maxine Gray, the victim's girlfriend.

The graphic impact caught on surveillance cameras. It's too graphic to show the video, but we can show the vehicles involved.

First, a tractor trailer hits Mr. Hughes on Albany Avenue. Witnesses believe that driver didn't know what happened. Seconds later, a black sedan runs over him.

"The tractor really didn't do that much damage. The woman in the car did the most damage. She dragged him maybe 10 feet. She backs out, gets out the car, looks down at the man bleeding and in pain, and she gets in her car and drives away," said Ronald Gray, a witness.

Family members' neighbors and church friends describe the victim as a deeply religious man who was still incredibly independent. He was often seen driving his car and walking around the neighborhood. He was a father and grandfather who led by example.

"He was in church Sunday and pastor called all the fathers out for Father's Day. He came up and he was dancing, right now it is too emotional," said Jean Williams, a church member.

"An old man like that, lives all of these years and this is how he dies. It's sad, real sad," Ronald Gray said.

NYPD investigators are still seeking the second driver. The first vehicle is described as a white tractor-trailer with possibly a New Jersey plate, while the second is a four-door black sedan, possibly a Toyota or Nissan.
