How can JFK Airport 'baggage chaos' be prevented going forward?

NEW YORK (WABC) -- It was such a fiasco - some passengers termed it the 'baggage apocalypse' earlier this month, and it was tough to say which was accumulating faster - the snow outside, or the stranded travelers inside.

At the time, the Port Authority placed much responsibility on both the airlines and the terminal operators.
