NEW YORK (WABC) -- A nor'easter hitting the Tri-State is bringing excessive rain, damaging winds and coastal flooding.

Coastal flooding is expected during multiple high tide cycles through Monday as a prolonged onshore flow from our nor'easter combines with already high astronomical tides. The greatest threat for major, damaging flooding will be along Great South Bay (L.I.) and Barnegat Bay (NJ).

High Wind Warnings were dropped on Monday morning, but Coastal Flood Warnings remain for New York and New Jersey.

Stay with Chief Meteorologist Lee Goldberg and the Eyewitness News AccuWeather Team for continuing updates as the storm developments. We'll provide live updates as we get them here.

Rockaway Beach flooding

High tides have brought several inches of water into neighborhoods due to coastal flooding near the Beach 60th station.

Commuters faced delays on Monday morning after wind caused a tree to fall onto the tracks, affecting the "A" train line on the Aqueduct-North Conduit Avenue station. Service was suspended between Rockaway Blvd. and Broad Channel stations.

The tree was removed, and subway service resumed around 2:45 a.m., though delays continued. The MTA has blocked vents at 20 stops to prevent any potential underground flooding.

Eyewitness News spoke to residents in the area who have raised or modified their homes and hope the structures can withstand strong wind and heavy rain.

Phil Taitt reports from Rockaway Beach.

Hochul declares State of Emergency in New York

New York Governor Kathy Hochul declared a State of Emergency for New York City, Westchester, and Long Island.

The emergency includes the Bronx, Kings, Nassau, Manhattan, Queens, Richmond, Suffolk and Westchester Counties as well as counties contiguous to those eight.

Utilities have added more than 1,600 workers throughout the Mid-Hudson, New York City and Long Island Regions to support storm response operations.

"As the Nor'easter continues making its way through New York, I'm declaring a State of Emergency across boroughs and counties most impacted by the storm," Governor Hochul said. "The safety of New Yorkers is my top priority, and I continue to urge extreme caution until the storm has passed through the state."

Strong winds are also expected to be a major hazard throughout the duration of the storm.

MTA Bridges and Tunnels imposed a ban on empty tractor-trailers and tandem (piggyback, dual, triple, etc.) trucks on its seven bridges on Sunday afternoon. Based on the current forecast and the overall timing of this weather event, it is anticipated this ban will be in place until 6:00 p.m. Monday.
