Grace period proposed for parking tickets

NEW YORK Council member Simcha Felder from Brooklyn was joined by several of his colleagues at City Hall Sunday morning. The group symbolically tore apart mock parking tickets.

Felder is announcing a bill that would create a five-minute grace period for certain parking violations, including no parking zones and expired meters.

Felder says tickets should ensure compliance, not generate revenue for the city.
