The traffic agent was hospitalized in guarded condition with broken legs and a head injury. Police say she was about to write a ticket for a double-parked car when the motorist ran to the vehicle, got in and tried to drive away.
As he made his escape, the car knocked the agent to the ground and then drove over her, crushing her legs.
It's not clear whether the man has a lawyer, and he has no listed phone number.
