Police say Eric Hakimisefat was behind the wheel of a Honda Odyssey when he lost control on East 23rd Street shortly before 2 p.m. Sunday.
The car hit a tree and a house.
Sarah Erdan, a passenger in the car, was killed.
Another 16-year-old passenger was also injured.
Both Hakimisefat and the second passenger were listed in stable condition at Kings County Hospital.
Hakimisefat was charged with criminally negligent homicide, reckless driving, speeding and operating a motor vehicle out of class.
