The victim, who is now 15, recently reported the incident to police.
The abuse allegedly took place in a grade school classroom at PS 306X.
Singh was arrested on charges of sexual conduct against a child and endangering the welfare of a child. He has been released on bail.
The abuse allegedly took place from 2004 to 2007.
Singh was fired in April.
