Authorities say 28-year-old Fatima Gordon was killed while walking on a street in Flatbush last Thursday.
The shooting happened just after 9 p.m. at 40 Clarkson Avenue, near Flatbush Avenue.
Three other people were hit and injured by gunfire.
Christopher Johnson, 21, of Bedford-Stuyvesant, surrendered to the Brooklyn District Attorney's Office Thursday.
He is charged with murder and attempted murder.
