NEW YORK (WABC) -- Are e-cigarettes less harmful or just as bad and smoking tobacco?

The surgeon general now says there is not enough evidence to conclude e-cigarettes are healthier alternative to tobacco smoking, nor is there evidence to show they can help smokers kick the habit.

In a new report, officials also say the health risks of e-cigarettes are still unclear.
