Congestion pricing may hit a major roadblock. According to a New York Times survey out Saturday, Mayor Bloomberg faces a big challenge getting enough city council members to approve the plan. The proposal to charge 8-dollars to drive into Manhattan below 60th Street needs 26 'yes' votes.

Right now only 12 council members are on-board. Twenty plan to vote 'no.'

That leaves 19 votes up for grabs, with many members admitting they have serious concerns about the plan.

The proposal needs approval from the city council and the state legislature by March 31st.
