Dogs rescued from Westchester home

Nineteen dogs were rescued from deplorable conditions inside a home in Westchester County Tuesday. Investigators say dogs were found inside an apartment in Dobbs Ferry that was filled with urine and feces.

A 66-year-old man, who police describe as emotionally disturbed, was arrested. He is being charged with cruelty to animals.

The dogs, which include Yorkshire terriers, Jack Russell terriers, Maltese and a poodle, were taken to the New Rochelle Humane Society.
