In response to the crisis, a coalition of parents, teachers and officials are starting a campaign Friday called A Better Capital Plan.
They'll look for solutions in schools like P.S. 56 in the Bronx, where kindergartners are being bused to other schools while hallways are used for tutoring.
On Manhattan's Upper East Side, P.S. 290 should have about 430 students, but more than 600 are enrolled. And P.S. 8 in the Bronx was built for 800 children, but is taking in about 1,150.
School officials say they have plans to add thousands of new seats in the next few years.
