The man accused of causing a security scare that shut down New York City's LaGuardia Airport has been ruled mentally unfit for court proceedings. Scott McGann appeared in a Queens court on Tuesday dressed in sweat pants and powder blue pajama shirt. He did not speak.

The judge ordered McGann held in a mental health facility for a year, or until he's deemed competent to be arraigned on the charges.

He faces three charges: placing a false bomb; placing a false bomb or hazardous substance in a mass transportation facility and making a terrorist threat.

McGann is accused of carrying a phony bomb into LaGuardia Aug. 1 in a backpack.
