The child was discovered wandering in the street at 3:45 a.m.
Sunday by a woman who contacted police. Police say the girl told them that she was in a car with her father when he stopped, took her out and then drove off.
Florencio was charged with abandoning a child.
The child was turned over to her mother, who had been at work.
