Nicole Suriel drowned at Long Beach on Long Island Tuesday.
Her father says he never received a permission slip, and school officials are now investigating.
Nicole did not know how to swim, and there were no lifeguards on duty at the beach.
She was one of two dozen students from Columbia Secondary School for Math, Science and Engineering who went on the trip.
The vigil will be held at the school.
