New York Governor David Paterson will call a special legislative session in Albany on Monday to tackle a number of issues.

Among those issues: the fate of New York City Off-Track Betting.

Lawmakers are being asked to approve a restructuring plan for the financially strapped OTB.

OTB officials say that unless the plan gets the green light on Monday, the operation will begin shutting down in December.

They also warn the state will be liable for $500 million in worker pensions and benefits.
