The suspect, identified as 51-year-old Gerard Mathews, has been arrested 18 times dating back to 1990 on charges including public lewdness, exposure of a Person, assault, among other charges.
Police say in the latest incident, Mathews was parked in front of a hair salon, looking in the direction of women inside the business.
Detectives investigated the incident, and determined the suspect was indeed Mathews.
There have been similar reports matching the suspect's description in the past.
