Neighbors could hardly believe what they saw as the second story of the house under construction, completely fell off the bottom floor.

Newscopter 7 was there, firefighters had raced in and tried to save three injured construction workers, one of them, a 25-year-old, died.

"I do know that he incurred a fall and he succombed to his injuries at the hospital," said Deputy Chief Stephen Moro.

According to the city's Buildings Department at least 5 workers from JD Construction out of Brooklyn, were there at the time of the collapse, either working on the roof, or carrying material and it didn't take long for authorities to figure out the problems with this ongoing project.

Records show illegal construction dating back to 2004 and that the property changed hands several times, most, recently last year and now authorities say it's likely there were design flaws, with this latest effort.

"It appears that the existing structure could not support the 2nd story addition, based on what we see so far," said Commissioner Robert Limandri with the NYC Dept. of Buildings.

Meanwhile, those who live in the house next door were told to leave temporarily, for their own safety as investigators look for answers.
