North Carolina House bans abortion from insurance exchanges

RALEIGH

The bill passed Thursday bars plans that offer abortion from insurance exchanges implemented through the federal Affordable Care Act. The bill also allows any medical professional to refuse to participate in an abortion and prohibits local governments from including abortion in employee health care plans.

A provision allowing most companies to exclude contraception in their insurance plans was removed Wednesday.

Supporters argued the measures protect the First Amendment rights of people with moral or religious objections. Opponents said House members were dictating their moral views on hundreds of thousands of women who would prefer to make those choices on their own.

The bill now heads to the Senate.
