It began Thursday evening in the boundaries of Veterans Rd. West, Hylan Blvd., Huguenot Ave. and Eugene St.

It includes the Tottenville, Woodrow, Huguenot, Princes Bay neighborhoods.

Con Edison says there are 3,300 customers out.
