Kang Wong was stopped by police in January after he crossed an Upper West Side street without the traffic signal.
He faces criminal charges and a traffic violation.
He speaks very little English and says officers knocked him down when he did not understand their instructions.
Wong has filed a $5 million lawsuit against the NYPD
