NEW YORK (WABC) -- A Tornado Watch has been issued for Dutchess County and Ulster County until 11 p.m.

The National Weather Service says the primary threats include possible tornadoes with scattered damaging wind gusts of 70 mph and isolated large hail.

Scattered thunderstorms forming over the Finger Lakes region and Mohawk Valley are expected to move east into the Hudson Valley through, while a separate line of storms develops and moves east across western New York.

A tornado watch means conditions are favorable for tornadoes and severe thunderstorms in and close to the watch area. Persons in these areas should be on the lookout for threatening weather conditions and listen for later statements and possible warnings.=
