The officers say they approached the teens and noticed gang-related graffiti painted on a nearby pavement and the doors of a building.
The teens range in age from 13 to 16. They face misdemeanor charges including trespassing, making graffiti, possessing a weapon and possessing graffiti instruments.
One of the teens has been released on bail. The other three have been turned over to their parents.
