Brown, currently listed as a Level 3 sex offender on the New York State Sex Offender Registry, is accused of kidnapping a female from the A&P parking lot located off Route 9A in Croton on the evening of February 26.
Police say the victim, after placing her groceries in the vehicle, was accosted by Brown at knifepoint and forced into her vehicle. Authorities say Brown then drove from the scene with the victim as a passenger and later sexually assaulted her in Putnam County where she was ultimately released.
The stolen vehicle was recovered on February 27 in the City of Beacon by the Beacon Police.
Brown is charged with second-degree kidnapping, first-degree robbery and first-degree criminal sex act.
