Police say he is the ex-boyfriend of 21-year-old Ebony Garcia, who was repeatedly stabbed in her College Point apartment over the weekend.
Garcia had broken up with the Penafiel and had a restraining order, according to authorities.
Neighbors reportedly called 911 after hearing the victim screaming for help for more than 30 minutes.
