Investigators said the 23-year-old man and the 18-year-old woman began their game by taking off their clothes, each removing an item of clothing when a car missing a headlight passed underneath.
For some reason, they then decided to start throwing rocks at cars. They hit 14 cars, including the unmarked car of an assistant police chief. One passenger suffered minor injures when a rock smashed through the window of a cab.
The woman was down to her underwear when police arrived on the scene.
She and her rock-throwing companion were arrested and now face assault charges.
